ICT, Labor Ministers Announce Launch of Electronic Employment Record Certificate on Digital Egypt Platform

Minister of Communications and Information Technology Raafat Hendy has met with Minister of Labor Hassan Raddad at the headquarters of the Ministry of Communications and Information Technology (MCIT). The meeting aimed to review progress on a project to develop the Ministry of Labor’s service system using IT tools, in line with ongoing efforts to accelerate digital transformation and the digitization of government services.
During the meeting, the ministers announced the launch of the electronic employment record certificate on the Digital Egypt platform. The free service allows citizens to obtain the certificate for job applications across different employers without visiting labor offices.
This marks a new strategic step aimed at supporting comprehensive digital transformation and making it easier for citizens to access essential government services.
The new service is designed to offer a simplified digital experience, allowing citizens to submit applications at any time, while ensuring accuracy and speed through a secure digital system. It also enhances transparency and data governance, reduces reliance on manual processing and follow-up, and supports decision-making based on up-to-date and electronically verifiable data.
This service reflects ongoing efforts to expand digital services and enhance integration and coordination between various government entities.
Citizens can access the new service via the Digital Egypt platform at https://digital.gov.eg and sign in with their personal accounts. They can then navigate to the Ministry of Labor services list, select the “employment record certificate” service, and follow the required digital steps to complete the request.
Applications are verified by the Ministry of Labor, which responds within 24 hours with either approval or rejection. Approved applicants receive the certificate, which can be printed or shared via email with employers, demonstrating the “digital treasury” concept as a key enabler of digital transformation.
The ICT Minister emphasized that the service enables citizens to complete all requirements and verify their data entirely online, ensuring faster procedures and greater accuracy. The service saves time and effort, promotes reliance on digital channels, and eliminates the need to visit service centers.
Hendy further highlighted MCIT’s continued efforts to roll out additional digital services as part of the Digital Egypt strategy, ensuring the sustainable development of government services, improving service quality, and supporting the transition to an integrated digital society. He noted that the Digital Egypt platform currently offers more than 220 digital services, with approximately 50 additional services expected by the end of the year.
For his part, the Labor Minister emphasized that launching the service on the Digital Egypt platform marks a major step forward in improving services for citizens. He added that it reflects Egypt’s broader direction toward building an integrated digital ecosystem that simplifies access to government services and reduces time, procedures, and costs for both citizens and the government.
Raddad explained that the new service will reduce overcrowding at labor offices, alleviate administrative burden on staff, and enhance efficiency and speed in processing applications with greater accuracy and transparency, thereby improving service quality and citizen satisfaction. He affirmed that digital transformation is now essential for effective modern administration.
In addition, Raddad said that the Ministry continues to expand cooperation with MCIT in digital transformation. He noted that the next phase will see greater integration of services and the development of accurate, up-to-date databases that support decision-making and serve labor market policies. He highlighted the importance of train-to-hire programs, stressing coordination with MCIT to leverage its expertise in implementing advanced digital training. This is aimed at upskilling youth and professionals and preparing them for both local and international labor markets, alongside expanding online training platforms.
He also underscored the Ministry of Labor’s commitment to utilizing fixed and mobile training centers to reach beneficiaries nationwide, noting that integrating on-site training with digital platforms represents an advanced model for modern professional training.
During the meeting, the two sides discussed the key achievements of cooperation in developing the Ministry of Labor’s service system. This includes the digitization of a full set of 13 services expected to be completed by the end of 2026, along with the development of several applications for the Ministry. They also reviewed key digital services set to be launched on the Digital Egypt platform this year, including skill assessment, license to practice, work permits for foreigners, and services for irregular workers, in addition to another service under the “employment record certificate” category.
It is worth noting that two services in the same category were made available on the platform last year, namely: verification of registration certificate and replacement of registration certificate.
Representing MCIT, the meeting was attended by Vice ICT Minister for Institutional Development Ghada Labib, Head of the Central Department of Specialized Projects Mahmoud Fakhr, CEO of Digital Egypt for Investment Co. Haytham Aly, Program Manager at MCIT Rania Abdel Khalek, along with several senior officials. Assistant ICT Minister for Digital Transformation Mahmoud Badawi joined via video conference.
Representing the Ministry of Labor, the meeting was attended by Legal Advisor Ehab Abdel Aaty, Head of the Central Department of Vocational Training Yasmine Mamdouh, Head of the Central Department of Information and Digital Transformation Mohamed Kamal, Director of the General Department of Labor Market Information Hind El-Senousi, Director of the General Department of Irregular Employment Data Ibrahim Ali, Director of the General Department of Public Relations and Protocol Ahmed Maarouf, and Spokesperson and Media Advisor to the Labor Minister Abdel Wahab Khedr.
